1. Open your image in Photoshop, I will be using this:

2. Now duplicate your base layer Rightclick it > Duplicate.

3. Click filter > pixelate > mosaic and set the cell size to 58 and click ok. (more or less)

4. At last set the duplicated layer to Overlay

You will now have a final result looking like this:
