When you add "dream effect" on a picture it will have a "softer", and as I think.. Better look. See the finishes result below.

1. Open your image in Photoshop, I will be using this:

2. Now duplicate your base layer Rightclick it > Duplicate.

3. Click filter > blur > gaussian blur and set it to 5 and click ok.

4. At last set the duplicated layer to Overlay

You will now have a final result looking like this:
