Drag-Out effect
When you use the "Drag-out" effect you kind of can see the picture being "dragged out" xP.. You can see the finished result at the bottom.

1. Open your image in Photoshop, I will be using this:

2. Now duplicate your base layer Rightclick it > Duplicate.

3. Now go Filter > Blur > Radial Blur.. A new window will the appear where you choose the same settings as below. Make sure you use ZOOM on blur-method. When you have set the settings just click OK.

4. Set the duplicated layer to screen.

You will now have a final result looking like this:
